What are some facial toners you would recommend?

I have a lot of dark marks on my forehead. What would be the best toner? Also I'm looking for a face cleaners. So far i have been using Clean and Clear, and I'm not 100% it's working. So what brand should I try after this? I have really oily skin.What are some facial toners you would recommend?
to tone use witch hazel. trust me. it works awesome. i have the same problem you do. it's natural and tones and refreshes without stripping natural oils which causes dryness. as a face wash, use something that is for oily skin that is oil free so as not to add to the oiliness. i like st. ives pore cleanser. it really works and is really cheap.What are some facial toners you would recommend?
I would recommend Burt's bees Garden tomato toner:
