LOREAL visible radiance cleansing milk and toner? :D?

I recently purchased the L'Oreal visible radiance cleansing milk and toner. And of course, I have NO idea how to use it. Any of you know how to use it? Like, a step by step in full detail would be great. :) I have spent the past hour trying to find out how to use it on google. AND by the wayyy, do you wash your face before and after you have used them both?

First wash your face lol :] then pour the cleanser and toner onto a cotton ball and rub it all over your face. Toner is for clearing your pores after you wash it and it rubs off leftover cleanser, dirt or oil your cleanser left behind. Thats pretty much it, I think. x] sorry, i'm a little confused if its a cleanser or a toner.
