Could you recommend a good cleanser, toner, moisturiser and exfoliator that doesn't dry your skin out?
Nothing too expensive (if possible) and preferably from boots or superdrug (I live in the UK).

I have suffered with dry skin all my life. I have it very bad on my face aswell. I use Simple cleanser and moisturiser and its really good. If you apply it everyday and remove the cleanser with warm water when it has sunk it. Allow the moisturiser to dry completely for the next few hours. Firstly, do not use toner, it dries out the skin as they mostly contain alcohol %26amp; I actually read that it is not necessary for th skin. If you must use it, then get rose water (pref. organic) they sell them in some supermarkets %26amp; middle-eastern shops. Or u can try Boots Botanics organic rose water toner.
As for moisturizer, I highly recommend this cream called Miracle Lotion. It really works %26amp; moisturized the skin well. It doesn't just sit on the skin but gets absorbed into the skin %26amp; makes the skin soft %26amp; smooth.
It is made of natural ingredients %26amp; contains no parabens. it contains 7 natural oils %26amp; 14 herbs (such as sweet almond oil,olive oil which is very good for the skin,wheatgerm oil etc).
It's meant for dry skin conditions but I have normal/combination skin %26amp; use it also; %26amp; it works really well.
It is also very good value as it comes in a big bottle which lasts ages %26amp; I find I only need to use a small amount %26amp; it does the job.

as for clenaser, I mostly wahs my face but I wouldn;t recommend that for dry skin. I use Boots Traditional range cold cream/clenaser %26amp; it is very cheap (about 拢2.50)%26amp; very good quality. (from Boots)

Clearasil products are mainly for oily pimple prone skin types. From your skin type I don't think you should use those.

use the recipe for skin care I posted in that answer. It's good for all skin types for all skin problems. It may cause some slight dryness initially, but this goes away within a few days as your skin starts to function properly from using the serum.
I would ask your doctor. I also have very dry skin and I use Clearasil. That should do the trick. Since that's not working ask your doctor because he can tell you if there's a stronger prescription moisturizer that you can use. Good luck!
Vaseline, or E45. You could go to your doctor to ask for a specific one which has medical benifits. Btw the big comercial brands don't work, clearasil, clear for clean e.t.c.
