Just asking...What is the use of 'skin toner'?
From some of the answers above, i disagree.
Skin Toners have nothing to do with tanning :/
Toners are for removing dirt, oil and impurities but at the same time tightening your pores to prevent from sagging.
If you are interested in this kind of product, i recommend you to buy Clearasil Deep Cleansing Toner, i use this two times a day and i can definitely spot the difference on my skin.
Apply this product using a cotton bud and apply it onto your face using circular motions. (:

To remove excess oil, it doesn't 'tan' your face.
You don't need to rinse it off for most toners though I haven't come across any which need rinsing.
Only if you have oily skin, you could probably use it everyday. For normal skin, just use it every few days, and for dry skin you don't need it.
You can also use this under your makeup for smoother application, and toners with witch hazel are apparently great for young skin.
Skin toners close your pores. When pores are open they get dirt in them which can cause skin imperfections and spots. It also helps to remove make up and it helps to get rid of oils. You can use it after cleansing/washing your face and before you put on a moisturizer.
