it just means that is isn't dripping wet but insn't dry. Just wring out your hair to get as much acsess water out of it then apply watever you want to apply. or rub you head with a towel for 30 sec. TA DA towel dry
instead of blow drying you just dry it with a toweland the put the toner in basically they want you to have your hair partly dry instead of it being completely dry
its kinda damp. after you get out of the shower put your hair up in a towel and use the toner when you take the towel off.

it means u just dont use a hair dryer to dry it or anything. i would just brush it and run the towel through ur hair and then shake it out a little bit. it still should be wet.

It means to use a towel to blot up most of the moisture- your hair should still be damp, but not dripping wet.
damp basicly means driied and much as you can with a towel
in other words dry ur hair with a towel like mad so ur hair feels like u just stuck it in the sewer and then apply on ur hair like that its the best apprently
wash your hair then dry it with a towel not a dryer
