my dad bleached it about a month ago and he was to scared to get to close to the root, and now i have about 2-3 inches of brown roots ,but i dont want to get more bleach because the only one i can find that works cost alot and once its mixed it has to be used right away(so it cant be saved for touch ups, and where do ppl get the big tubs of bleach powder at?

No a toner won't make the hair lighter it only removes an unwanted tone to hair. You can find the big tubs of bleach at Sally Beauty Supply. If you don't live near one you can find any beauty supply store they should have them. A color won't lift you light enough to match the bleach unless your natural hair isn't very dark. The tubs are fairly cheap if you can find them. You could also check online for them.
